M. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was an aerial inspection of the Yoast Mine conducted by Harry Ranney of the DRMS. <br /> Aerial photographs were taken on November 24, 2007 at approximately 10:30 a.m. Mike Boulay <br /> of the DRMS reviewed the aerial photos. Weather conditions were clear and sunny. The <br /> majority of the mine site had a light snow covering, particularly on the north facing slopes. <br /> Fourteen photographs were taken during the flyover. The reclaimed North Pit and the majority <br /> of the Yoast South area were visible in the photographs (see photos attached at the end of this <br /> report). <br /> Roads <br /> The access roads are maintained and appear to be in good condition. Most of the mine site roads <br /> were snow covered. <br /> Hydrologic Balance <br /> Sedimentation Ponds 010, 011 A, 012, 013, and 014 are visible in the photographs. All of these <br /> sedimentation ponds are retaining water and the pond surfaces are not frozen over yet. <br /> Sedimentation pond inlets and embankments appear stable and no areas of concern were noted at <br /> any of the pond locations. <br /> Slides &Damage <br /> The location of the slide that occurred above Pond 012 was visible in the photographs. It appears <br /> that the site of the slide is remaining stable and no new cracking or slumping has occurred. <br /> During the last inspection(see inspection report dated 10/17/07), it was noted that significant <br /> erosion in the recently placed topsoil had occurred above Pond 012. From the photos, it is <br /> apparent that SCC has repaired the rills and redistributed topsoil on the slide area above Pond <br /> 012 as requested by DRMS in the October inspection report. <br /> Reclamation Success <br /> Both the North Pit and Yoast South areas appeared stable with no signs of erosion or other <br /> damage. From the photographs, the site appears generally well maintained and no problems were <br /> noted with this aerial inspection. <br />
