III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Coal Gulch Mine conducted by of the Colorado Division of <br /> Reclamation, Mining and Safety. No one else was present. <br /> The permit for this mine was revoked more than 10 years ago. DRMS's IML program had reclamation <br /> work done on the site in September 1994. A cable no longer blocks access to the site from Hwy 160. <br /> Selected photos taken during the inspection are attached to the end of this report. <br /> The ground was partially snow-covered. <br /> Hydrologic Balance <br /> Both ponds were dry. The upper pond is only a depression on the ground surface that holds water a <br /> few feet deep during wet periods. The lower pond receives runoff from much of the former surface <br /> facilities area and a seep from the backfilled portal of a pre-law mine. The seep was dry during this <br /> inspection. As mentioned in past inspection reports,the remnants of the inlet end of the primary <br /> spillway culvert of the lower pond remain on the inslopes of the pond, but the outlet end of the culvert <br /> on the outslope of the embankment cannot be found. The earthen open-channel spillway appears to be <br /> in good condition. <br /> Slides and Damage <br /> No slope stability problems or new erosion were evident. <br /> Reclamation Success <br /> There is a fair amount of vegetative cover on the disturbed areas, and several patches of thistle that <br /> cover a several hundred square feet on the site. <br /> The southwest part of the site is being used by an unknown party for storing 40-ft long trailers,pick-up <br /> trucks, and various construction materials (concrete forms and culverts, steel culverts, roots, 55-gallon <br /> drums, etc.). These items were first placed there between the December 2006 and March 2007 <br /> inspections. <br /> 3 <br />
