ENVIRONMENTAL ASSESSMENT CO-038-96-30 NATIONAL KING COAL, INC. COAL LEASE MODIFICATION C-29125 & COC 49465 I. PURPOSE AND NEED The Colorado State Director of the Bureau of Land Management has received a lease modification application from National King Coal, Inc., dated September 5, 1995. The application involves modification of lease C-29125 in the amount of 100 acres and COC 49465 in the amount of 160 acres. The application was submitted under the Mineral Leasing Act of 1920, Federal Coal Leasing Amendments Act of 1976, and 43 CFR 3432.1. The coal reserves are managed by the Montrose District Office of the BLM. The applicant has need for the coal in order to maintain an existing operation at its current level of production. The purpose of the environmental assessment (EA) is to evaluate potential impacts of the modification upon the physical and socioeconomic environment and to develop mitigating measures to be included as lease stipulations in the event the lease modification is issued. • The application area, adjacent to existing coal lease C-29125 4 leased to National King Coal, Inc., is described as follows: C-29125 T. 34 N., R. 11 W., N.M.P.M., North of Ute Line Section 5: Sl/~SWI/+NW/a, El/zWl/ZSWl/a Section 6: E1hE1hNE'/a Containing approximately 100 acres COC 49465 T. 34 N., R. 11 W., N.M.P.M., North of Ute Line Section 5: Wl/aTnT~hSWl/a Section 6: Wl/~E1hNE1/a, E1hSE1/a Containing approximately 160 acres The application area is located in LaPlata County, Colorado (see maps 1 and 2). The surface is privately owned and the coal rights are reserved to the United States. Oil and gas lease C-41643, issued October 30, 1985, is indicated as being partly located within the modification area (El/~TEI/a) (see map 3). According to the serial register page for this lease, it was terminated on November 1, 1985. 1 /•
