Sherman <br />Executive Director <br />Dick Wolfe, P.E. <br />State Engineer <br />Approval Period: October 1, 2007 through December 31, 2007 (or September 30, 2008 <br />subject to condition no. 1) <br />Contact Phone Number for Mr. Rick Parsons: 303-455-9589 <br />Dear Mr. Parsons: <br />This letter is in response to your application of September 20, 2007 on behalf of McAtee <br />Construction Company ("Applicant") requesting a substitute water supply plan for a sand and gravel <br />pit operation in accordance with C.R.S. § 37-90-137(11). The original plan was approved on August <br />11, 1992. The required fee of $1,593 for the substitute water supply plan has been paid. <br />Plan Operations <br />This plan seeks to replace depletions resulting from the mining at the Riverside Pit. The <br />depletions that result from the existing mining operation include evaporation and water lost in the <br />mined product. The proposed replacement source is a lease with the North Sterling Irrigation <br />District. Riverside Pit is located in Sections 28 and 33, Township 8 North, Range 52 West of the <br />6th P.M., just west of the South Platte River. A concrete plant and asphalt batch plant are located <br />within the gravel pit permit boundary. The water demands at the concrete plant are supplied via <br />potable water provided by the City of Sterling and two existing wells, permit nos. 13644-F and <br />13651-F (now 59850-F) are used to supply water to the asphalt batch plant and for dust control. <br />Well permit nos. 13644-F and 59850-F are included in the Logan Well Users augmentation plan <br />decreed in case no. 2003CW195. McAtee wet mines the pit, and therefore does not require <br />dewatering of tributary ground water exposed during mining. <br />Depletions <br />This plan describes the maximurn proposed water uses from October 1, 2007 through <br />September 30, 2008 for this pit. Approximately 31.34 acres of exposed ground water were <br />measured by the Division of Water Resources ("DWR") on June 28, 2007. The DWR <br />measurement included about 6.44 acres exposed at the West Lake. During a site visit by <br />Leonard Rice Engineers, Inc. ("LRE") on September 11, 2007, the exposed surface area at the <br />West Lake was about two-thirds of that measured by DWR. Therefore, the exposed surface area <br />in the West Lake at the beginning of this plan is estimated at 4.29 acres (=2/3"6.44), for a total of <br />
