weighted down with seven 4" x 8" x 16" solid concrete blocks (about 300 pounds per <br />anchor). The anchors were placed on 3' 9" centers. <br />4. A geosynthetic clay liner (Claymax 200R) was installed within the interior of the wall <br />panels on top of the graded base. These liners were overlapped 12 inches or more and <br />granular bentonite was placed between the liners where they overlapped. <br />5. The lower geomembrane, geotextile, and upper geomembrane were then installed. The <br />two geomembranes consist of Seamen Corporation XR-5 8130 Reinforced Membrane <br />that were fabricated for the tanks and stress tested prior to shipment to the site. The <br />geotextile is an 8 oz./sq. yard nonwoven, needlepunched polymeric material that is <br />supplied in 10-foot-wide rolls. The geotextile was overlapped by a minimum of one foot <br />during installation. The geomembranes and geotextile were fixed in place by gaskets and <br />battens that were bolted down on 9 inch centers. <br />6. A leak detection dip tube and stick was installed between the two geomembranes to allow <br />for checking of leakage through the top liner. <br />7. Waterlines were then extended over or through the sides of the tanks. Those installed <br />through the sides were completed using gaskets, gasket sealer, and bolted flanges. <br />Additional information, including specifications and quality control procedures, for the <br />ModuTanks, geomembranes, and the geosynthetic clay liner is provided in Attachment C. <br />At the time of the inspection, only the Untreated Water Tank contained water. Its leak detection <br />system was dry. All three tanks appeared to have been built in conformance with the construction <br />instructions and specifications. Energy Fuels operations personnel indicated that they would <br />install achain-link fence and locked gates around the facility in the near future. This should limit <br />the possibility of entry to the area by wildlife and unauthorized persons. No other items of <br />concern were noted. <br />4 <br />
