Cover: Total average vegetation cover was 34 percent. For herbaceous vegetation, total average <br />cover was 31.2 percent. Average species density was 10 species per 100 sq.m. <br />Production: Total herbaceous production was 1,631 pounds per acre. <br />Woody Plant Density: Total average woody plant density was 890 stems per acre. <br />Excluded Areas <br />Two locations were identified along the eastern perimeter that will be excluded from the bond release. <br />The first is in the location where the lower end of the channel being constructed as part of the Old <br />Wolf Creek Pit Remediation Plan (Channel PL-1). This is part of the mitigation for the 67.4 acres <br />described above. The 67.4 acres is situated immediately adjacent to the bond release area. The <br />channel will provide drainage from the Old Wolf Creek Pond (see DRMS inspection report dated <br />08/24/06 for details of the Old Wolf Creek Pit). The lower end of the channel has been extended into <br />the SL-02 bond release request area. The channel is approximately 1,800 feet long and will direct <br />runoff from the bowl area of the Old Wolf Creek Pit into the Pond 002 watershed. The disturbance <br />extending into the bond release area that is associated with this channel was measured to be <br />approximately 80 feet wide by 440 feet long. This was recalculated more accurately using AutoCAD <br />back at the Seneca Mine office and determined to be 1.13 acres. The channel has been graded and <br />shaped but the lining material has not been placed. The disturbance on the sides of the channel are <br />final graded but will need to be seeded this fall. The disturbed area associated with the PL-1 Channel <br />that will be excluded from this bond release is shown in Photograph Number 7. The 1.13 acres are <br />adjacent to and will be included with the 67.4 acres of the Old Wolf Creek Area with regard to future <br />bond releases. <br />The second area that will be excluded from the bond release is a dozer scar that was left from the Old <br />Wolf Creek Pit grading work recently completed. The disturbance associated with the dozer track <br />was field estimated to be 27 feet wide by 400 feet long. This was recalculated at the Seneca Mine <br />office and determined to be .26 acres. A photograph of the dozer access that will be excluded from <br />the bond release is shown in Photograph Number 8. This location will require seeding this fall. The <br />.26 acres are adjacent to and will be included with the 67.4 acres of the Old Wolf Creek Area with <br />regard to future bond releases. Figure 1 provided at the end of this document shows the Pre-Law <br />bond release request area (yellow shaded) and the two excluded areas shaded in green. <br />Summary and Conclusions <br />The DRMS has completed its review and evaluation of the Pre-Law area full liability bond release <br />request submitted by SCC for the Seneca II Mine. Two specific areas as described in this document do <br />not meet the criteria for bond release. These areas are referred to as the PL-1 Channel and the Dozer <br />Track and are shown on Figure 1 of this document. Based upon a review of the applicant's permanent <br />program mine permit, bond release application, Findings documents, and site inspections, the DRMS <br />finds that SCC has completed grading, topsoil replacement (where applicable), and revegetation at all <br />10 <br />
