The gravel pit is designated as pit M-1987-020. This review was initiated at the ~yl 5~~~
request of Rio Grande County as a result of the field inspection conducted by you on September
27, 2007. As you will recall, your investigation brought to light a possible violation by Rio
ra~ounty regarding the presence of water in the gravel pit and the possible need for a well
permit for this structure.
A review of current and historical gravel pit operations, the proximity of the pit to surface water
ditches, and the presence or absence of water in the pit historically were completed. The pit itself
is part of a recharge program in the San Luis Valley, and as such receives recharge water from
surface sources at times. The pit also does receive some water from the Rio Grande Canal lateral
located within 50 yards of the pit. However, this water is not considered groundwater as it
disappears after the canal is shut off for an extended period of time. Therefore, we do not require
that a well permit or an augmentation plan be obtained for this structure. Rio Grande County is
_ _ currently incompliance with ourxules and regulations_pertaining to this_ gravel pit. _ _
I do thank you for your diligence regarding gravel pits. I appreciate the information that you have
given us so that we may check these structures to ensure full compliance with the law. Please
keep us informed of any other structures that you find which may not be in compliance.
Sincerely,
G/- ~~~~~~2~
Craig .Cotten
Assistant Division Engineer
Division of Water Resources, Div. 3
Cc: Rio Grande County
Don West
DEC 0 3 2007
iaidision or i~acia~vlation,
nlttning and Safety
