new disturbance to a recontoured waste rock area, which should coincide with the fall <br />seeding window. As specified in your bulk sampling approval, the BLM seeding window <br />for this area is August 1 S to October 1 S. <br />The Plan of Operations will be revised to include the specified fall reclamation window <br />for concurrent and final reclamation seeding activities. We may, however, need to strip <br />and place topsoil during other times of the year. We can seed this topsoil using a <br />temporary seed mix consisting of annual grasses approved by the BLM. Please let us <br />know if you would like us to include a specific temporary seed mix in the Plan of <br />Operations. <br />6. Water discharge permit (Pages 8-6, 8-8, 8-27). Update status of water discharge <br />permit. Include a copy of final permit as an appendix to the PO. <br />A copy of the Whirlwind water discharge permit issued by the Colorado Division of <br />Water Quality Control (DWQC) will be included in Appendix H with the revised water <br />treatment report. A copy of this permit is also included in the attached as-built report. <br />7. stormwater management (Page 8-7). It states that the stormwater management plan <br />would not be developed until after the PO is approved. Because stormwater management <br />is an integral part in the design of hydrologic control structures for the mine site, the <br />stormwater plan must be submitted once you have received comments from DRMS on the <br />technical adequacy of the mine permit application and other pertinent comments <br />contained in this letter. <br />A stormwater management plan (SWMP) will be prepared in accordance with DWQC <br />guidelines. The SWMP will be consistent with the approved drainage plan and will <br />include best management practices (BMPs) for minimizing impacts to stormwater. The <br />SWMP will be included in either Appendix B or Appendix F of the revised Plan of <br />Operations. <br />8. Ground water update (Page 14-7). Update ground water section with data and <br />evaluation from recently completed Whirlwind drilling. Also compare results with Cotter <br />drilling ground water information (Appendix D). <br />The ground water information collected at Umetco Boring BM00-1 (see Appendix C of <br />the Plan of Operations) provides the best and most completed data on local ground water <br />conditions. The information provided by Cotter, that was included as Appendix D, <br />supports the Umetco data but is of less value because exploration drilling only allows for <br />an accurate assessment of the first aquifer encountered. The waters seeping from the <br />multiple, small sandstone lenses below the first aquifer are difficult to detect and <br />quantify, especially when drilling with bentonitic mud as was the case with recent <br />Whirlwind exploration drilling. However, the data collected during this exploration <br />project does have some value in supporting the conceptual hydrogeologic model for the <br />site and will be included in Appendix D.
