In the case of the Whirlwind Mine, SPLP testing produced the results that you listed <br />above for the ore samples. Based on this information, Energy Fuels designed a low <br />permeable ore stockpile pad with surface runoff directed to the Untreated Water Tank. If <br />this runoff exceeds applicable water quality standards, it will be treated prior to <br />discharge. All ore will be hauled to an off-site mill for processing, so there will be no <br />potential reclamation issues associated with this material. <br />The waste rock samples that were tested, in contrast, did not produce constituent <br />concentrations or activity levels above water quality standards. Because of its relatively <br />inert characteristics, Energy Fuels has not proposed any extra-ordinary controls for the <br />Whirlwind waste rock. As with most modern mines, the waste rock pile will be placed <br />outside of any drainages and surface water runoff will be diverted around the pile. Any' <br />surface water runoff within the waste rock area will be routed to a sediment pond prior to <br />discharge. The sediment pond water will be sampled periodically to verify compliance <br />with water quality standards. The waste pile will be concurrently reclaimed during the <br />life of the mine by regrading, placement of topsoil, and seeding. <br />Comment 3, conk <br />• Diversion Channels <br />It is stated that "surface drainage controls would consist of (1) permanent diversion <br />of potential run-on storm water around portal areas using ditches and culverts" <br />(POO, 16). Will ditches and culverts adequately contain 10, 100, and 500 year <br />precipitation events? <br />Surface water is to be directed "around the waste disposal area and other surface <br />facilities via diversion channels. "Will diversion channels be lined with synthetic <br />liner which is proposed for ponds? <br />Response <br />Temporary channels during the mine operating life are designed for the 10-year storm <br />event and permanent channels are designed for the 100-year storm event in accordance <br />with DBMS guidelines. <br />Comment 3, cont± <br />• Ventilation Shafts and Aquifers: <br />It is stated that "location of these vent shafts may change by several hundred feet <br />depending on the ultimate location of the drift and ventilation needs, "and that steel <br />casing would be grouted where it passes through aquifers to prevent intermixing of <br />waters between formations.
