III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Tom Kaldenbach of DRMS. Henry Barbe of Mountain <br /> Coal Company represented the operator. The ground was dry. With the operator's consent,this <br /> report was issued from the Denver office of DRMS. <br /> The long`Nall was active in Panel 21. Development work was in progress for panel E-1. <br /> Roads <br /> The extension of the Sylvester Gulch road has been completed (approved in TR-99). New ditches and <br /> culverts were in good condition. <br /> Hydrologic Balance <br /> The underground mine water pumping site in Sylvester Gulch(017) was not discharging. Unlined <br /> ditches next to Sylvester Gulch Road and around shaft sites in the Gulch were in good repair. <br /> Offsite Support Facilities <br /> Work was in progress on the Monument Dam preventative measures (see attached photos). The <br /> preventative measures were approved in TR-108. The borrow area on the south side of Forest Service <br /> Road 711 is the only area considered as mine disturbance, and appeared to be no larger than the area <br /> approved for disturbance in TR-108. <br /> 3 <br />
