III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
This was the first of a three part site visit which constituted the required fall 2007 fall inspection.
Division staff performed this inspection unaccompanied by others.
The focus of the inspection was the reclamation success at:
- Road B
- Mine 4
- Road C
- Mines 1 and 2
- Road D
Mines 1, 2 and 4 were accessed via Road B and roads D and C, respectively.
Cattle were still in the area, grazing the reclaimed roadways. During July of this year, the vegetation
on the roadways and the mine benches appeared healthy and robust. Following grazing, the
vegetation appears to be mush less vigorous. However, this has not lead to an increased erosion
potential.
All of the roads and mine benches appear to be stable. No significant erosion was noted. The mine
benches also appear to be stable. Drainage from the benches appears to be functioning as designed.
Revegetation at the mine bench outslopes was evaluated. The Mine 4 east and north outslopes
support a substantial stand of vegetation, likely enough diversity and cover to have significantly
reduced erosion potential when compared to pre-reclamation conditions.
The Mine 1 East outslope also supports a fair degree of vegetative cover. Gully monitoring points
appear to be stable. The tree bands planted in 1990 are now beginning to become more mature and
are functioning to reduce near surface soil creep. The tree bands are now visible when viewed from
the Mine 1 Storage Bench.
The Mine 1 Storage Bench does not support as substantial a stand of vegetation as Mine 1 East. The
cover is estimated to be stable at 10— 15%, which is an improvement from the pre-reclamation cover
of an estimated 1 —3%.
