III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This mine is in permanent cessation and <br /> reclamation of most areas is complete. Ground conditions on this day were dry and the <br /> weather was warm and mild. George Patterson of Energy Fuels Coal Inc. was present <br /> during the inspection of the public records. <br /> Availability of Records <br /> The public copy of the mine records is kept at the Energy Fuels Coal Company office in <br /> Florence. Specific details regarding the records inspection can be found on page 2a of this <br /> report. All records were found in compliance. <br /> Signs and Markers <br /> Mine identification signs are required at the mine site �allergy fuels <br /> and at the loadout. Topsoil markers are also required c0al.inc. <br /> at two topsoil piles at the mine site. All signs were SOUTHFIELD MINE <br /> properly established and meet the requirements of PO Boa 449 <br /> Rule 4.02 and Rule 4.30.2(3) for mines in permanent r1Drpce'tA16276 <br /> cessation. Shown at right is the mine identification 719 784 6395 <br /> sign at the west boundary of the coal loadout. <br /> MLRD Pcrmit No GSRDI4 <br /> Hydrologic Balance MSlIA ID No or 03455 <br /> Pond 5 was dry and Pond 4 continues to hold a small <br /> amount of water over the entire bottom of the pond. <br /> Hoofed animals appear to be visiting the pond on a <br /> regular basis. <br /> Revegetation <br /> Vegetation is dry and grasses and (orbs are generally dormant due to the approaching winter <br /> season. All areas at the loadout and the mine site have good litter cover due to the general <br /> lack of trespass grazing this season. <br /> Offsite Support Facilities <br /> The loadout, Newlin Creek topsoil footprint area, and the Monarch fan site were all found in <br /> good condition with no problems noted. The berm and silt fence at the topsoil footprint area <br /> was intact and appeared functional. <br /> Overall, the site appeared in excellent condition given the late fall season. <br /> 3 <br />
