III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Joe Dudash of the Colorado DRMS.No one represented the <br /> operator during the field inspection or records check. <br /> Roads <br /> The Hubbard Creek road was in very good condition. The mine entrance road section across Hubbard Creek was <br /> also in good condition, as was the light use road to pond 5. The entrance gate was locked. <br /> Signs and Markers <br /> The mine ID sign and the"records location" sign were up on the entrance gate. Surface disturbance markers <br /> were up around the mine site as well. <br /> Hydrology <br /> Pond 4 was completely dry. The pond 4 embankment and inslopes were well vegetated. Pond 4 spillways were <br /> functional. Pond 5 had a little standing water in it. The pond 5 spillways were functional as well and the pond <br /> embankment appeared to be stable. <br /> The collection ditch leading into pond 5 had ample capacity. The black culvert that brings runoff down from the <br /> upper bench to that collection ditch was in place. The culvert that channels runoff from the reclaimed coal <br /> stockpile area to pond 4 was clear. <br /> There was only a slow drip coming out of the north underdrain while the central and south underdrains were dry. <br /> Reclamation <br /> The reclaimed mine slopes and benches were well vegetated and appeared to be stable. There were no signs of <br /> erosional gullying or slope instability. The vegetative cover at the reclaimed coal stockpile area was good. <br /> Records <br /> The records,which are located at the Delta County Clerk and Recorders Office in Delta, were in compliance,as <br /> documented on the following records checklist. <br /> c:/word/blueribbon/insp 1107 <br />
