CWQCCR 31 <br />Basic standazds and methodologies for surface water are defined in Colorado Water Quality <br />Control Commission (CWQCC) Regulation (CWQCCR) 31. Surface runoff and spoil leachate <br />from mined areas at the Edna mine discharge into Segment 13c (Trout Creek above Fish Creek) <br />in CWQCC's Region 12 of the Yampa River basin (Trout Creek). <br />CWQCCR 31.11 <br />Basic standazds for surface water aze defined in this regulation. <br />CWQCCR 33.0 <br />Classifications and numeric standards for the Colorado River Basin aze in this regulation. The <br />classification of the reach of Trout Creek contiguous to the Edna permit azea is aquatic life cold <br />1, recreation la, agriculture, and water supply June through February. There is no indication in <br />monitoring data in the Edna Mine AHR that indicates that the mine's discharges caused <br />exceedances of instream standards in the stream segment. The sulfate standazd is 250 mg/l, <br />unless there is a specific application. The sulfate criteria are WS, water supply, from June <br />through Febrtary. The WS standazd is the water quality as of January 1, 2000. However, there <br />is no water supply use, and, thus in turn, no numeric sulfate standazd. Other constituents <br />monitored were below the criteria. This stream segment is not now "use protected", thus <br />antidegredation allowances do not apply. <br />CWQCCR 41 <br />The Edna mine groundwater discharges aze not from a "new" (since January 31, 1994) source. <br />Underground mining was underway in the Edna Mine azea in the early 1930's. Surface mining at <br />Edna began in the late 1940's. ~ Coal extraction from the Moffat azea of the permit, the last <br />section of the permit area to be mined, was started before 1994, and mining operations were <br />suspended in 1994. Only reclamation activities continued after that time.Z In accordance with <br />CWQCC Regulation 41.5(C)(6)(b)(i), the Division finds the mine in compliance with the Basic <br />Standards for Ground Water when TR-3 is considered a point of compliance. This finding is <br />made by comparing water quality data reported for TR-3 with the ambient quality in accordance <br />with CWQCC Regulation 41.5(C)(6)(b)(ii). <br />Colorado Discharge Permit System <br />Dischazges at the Edna mine are regulated by the Colorado Discharge Permit System permit <br />number CO-0032638. Information on applicable monitoring is included in this report by <br />reference (Dischazge Monitoring Reports aze provided to the Division under sepazate cover}.
