The inspection records and a copy of this Stormwater Management Plan should be available at <br /> the site for inspections by the Colorado Department of Public Health and Environment <br /> personnel. The annual SWMP report should contain a summary description of the two <br /> comprehensive inspection reports, and details of any revisions,as outlined in the permit <br /> requirements. Copies of the annual report shall be maintained for at least three years. <br /> ' Based on the results of the comprehensive inspections, any pollution prevention measures <br /> identified in the plan shall be revised as appropriate within two weeks of the inspection. These <br /> revisions shall provide for implementation of any changes to the plan in a timely manner, but in <br /> no case more than 90 days after the inspection. <br /> ' 4.5 Employee Training <br /> The SWMP Administrator or designated training personnel shall review envirownental and <br /> safety procedures with all personnel as required by the Mining Safety and Health Administration. <br /> This training session will be conducted to inform personnel of procedures to be followed so the <br /> ' operation is conducted in compliance with all permits. This training may be combined with <br /> other training. Some of the topics which may be included are: <br /> Spill Prevention and Response <br /> Good House Keeping Techniques <br /> ' Material Management Practices <br /> Sediment and Erosion Prevention <br /> ' The Stormwater Discharge Permit requires that facility personnel be trained periodically. Twice <br /> per year is recommended. The training sessions should include actual field observations of the <br /> BMPs being discussed. New or temporary personnel and contractors working at the facility also <br /> ' need to be trained in the SWMP procedures within two weeks of coming on site. Contractors <br /> should be provided with a copy of the plan, as well as being informed that they are also liable for <br /> the conditions set forth within the SWMP. Sample forms to document training activities are <br /> 1 included. <br /> 4.6 Testing for Non-Stormwater Discharges <br /> This site was evaluated for the presence of non-stormwater discharges during March of 1995. <br /> ' The procedure used to evaluate the area for the presence of non-stormwater discharges consisted <br /> of dry weather observations of the site. At that time there were no buildings or structures <br /> associated with the potential mining operation at the site. There are no mine adits or shafts <br /> known at this site, or associated with this operation,therefore, there is no mine drainage. <br /> No naturally occurring springs have been identified at this site. There are no spoils piles at this <br /> site. No sanitary facilities are currently located here. There currently are no dewatering <br /> discharges at this site and no structural conveyance systems for the stormwater discharges. <br /> Potential discharge points observed included the perimeter of the site. <br /> 5 <br />
