• ASH DISPOSAL
In 1996, a total of 51,158 tons of mixed fly and bottom ash was transported to an
disposed of at the Keenesbwg site. South B-Pit received 10,003 tons of ash diuing
early-1996, prior to the activities associated with the dismantling and removal of the
dragline. {Once the dragline disassembly work started, CEC elected and advised the
Division that it would be moving the ash disposal activity back to A-Pit. The intent is
to complete the filling of A-Pit with the necessary volumes of ash and finish
reclamation activities on the southern portion of the site before returning to the B-Pit
area.} The remaining 41,155 tons of ash were placed in A-Pit, and no ash was added
to the North B-Pit area. A Total of 287,402 tons of ash have been disposed of on-site
through the end of 1996.
The only ash accepted for disposal at the Keenesbwg site was generated from coal
consumption at the Trigen Power Plant located on Coors Brewing Company property
in Golden. At the beginning of 1995 this power plant was owned and operated by
Coors; but on September 15, 1995, it was sold, and operations were transferred to
Trigen-Colorado Energy Corporation. By contract, Coors Energy Company will
continue to dispose of the ash at the Keenesbwg site.
The sowce of coal for the Trigen Power Plant (formerly Coors) continues to be the
Bowie Mine #1, located near Paonia, Colorado, owned by Bowie Resowces, Ltd. In
accordance with Minor Revision #28, testing and evaluation of other coal supplies
was conducted in order to identify possible "back-up" sowces of coal, as a
precautionary measwe under the terms of the supply agreement.
In satisfaction of the Stipulation requirements, and in conjunction with Minor
Revision #28, "grab" samples of both fly ash and bottom ash were obtained from the
Trigen Power Plant facilities. These samples were submitted to Hazen Research, Inc.
(Golden) for analysis using the Toxicity Characteristic Leaching Procedwe (TCLP),
and were also tested for radioactivity. (Due to a work overload at the Hazen
laboratory some of the testing was completed by Evergreen Analytical Inc. (Wheat
Ridge), but all of the sample preparation work was performed by Hazen.) Copies of
the laboratory analyses are presented in the following pages.
The monthly ash disposal reports, which summarize the 1996 disposal activity at the
Keenesbwg site, are also included in this report section.
AI-IR-1996 -81- Stipulation #24-25
