Kiger October 10, 1995 <br />WEST_PIT EXCESS SPOIL FILL CONSTRIICTION DPDATE_AND CERTIFICATION <br />On September 29, 1995, I inspected the area in which the West <br />Pit Excess Spoil Fill is being constructed. The purpose of this <br />inspection was to observe the topsoil laydown activities currently <br />on-going on the fill face between the toe of the fill and the 7250 <br />elevation, observe the surface rock drain that borders the 3:1 <br />Excess Fill Slope, inspect the fill for areas of water seepage or <br />surface drainage, inspect the final grade slopes between the 7050 <br />and the 7200 elevation of the Excess Fill Slope, and to satisfy the <br />requirements of CDMG Rule 4.09.1(lla). <br />During the inspection it was observed that the Excess Spoil <br />Fill had been sloped from the 7200 elevation to the 7050 elevation, <br />and that construction of the two percent ditch that runs across the <br />face of the fill at the 6950, 7050 and 7150 elevations were <br />complete, although they were currently being used as scrapers road <br />for topsoil distribution on the fill elope. .Topsoil has been <br />distributed on the fill slope from the 7200 elevation to the toe, <br />and the drainage bench roads were being reclaimed for water <br />drainages. At the toe of the fill approximately 18 gallons per <br />minute of water was running from underneath the fill, probably all <br />being from the rock underdrain. This water is a combination of the <br />surface drain and fill underdrain, and it was impossible to tell <br />individually the amount coming from either source, although no <br />water was visible in the surface drain. Some minor subsurface and <br />slumping occurred to the west of the fill, however, the stability <br />of the fill is not currently affected by this disturbance, and the <br />area was currently under repair for these problems. <br />I am a mining engineer, registered in the State of Colorado, <br />and experienced in the construction of rock and earthen projects <br />for the purposes of mining activities. <br />To the best of my knowledge, based on my professional <br />expertise the West Pit Excess Spoil Fill has thus far been <br />constructed in conformance with the prudent state-of-the-art <br />methodology for earth and rock fill construction, as specified in <br />pages Ia-2 through Ia-4, Exhibit 19Ib, and other applicable <br />requirements of the approved permit documents, a portion of CDMG <br />Permit C-81-019. <br />~+r~''~j~phen R.
