QUARTERLY COAL WASTE BANK INSPECTION REPORT <br />CDMR Rules 4.09.1(11) and 4.10.2(2) <br />Mine: Southfield Mine <br />Waste Bank MSHA ID. Nc Primary Refuse Disposal Area <br />Inspection Period: Fourth Quarter 2003 <br />Inspection Date: December 24, 2003 <br />General Description or Reference to Site Plan: <br />The refuse area lies west of the main facilities area. Refuse has been placed in designed lifts <br />on a relatively flat terrain. Upslope runoff is diverted away from the disposal area, while runoff <br />from the disturbed area is channeled to a sediment control pond. The majority of the refuse <br />disposal area has been reclaimed previously and exhibits good vegetative growth. The mine is <br />now in final reclamation and the all remaining disposal areas have been sloped to final grade, <br />covered with topsoil, and seeded. <br />Activity During Inspection: <br />The area was idle at time of inspection. It is evident that all areas have been regraded to final <br />contour and covered with subsoil and topsoil material. The operator reported that the areas previously <br />seeded with an annual cover crop to help stablilize the slopes had been seeded with the <br />approved reclamation seed mix earlier this quarter. Erosion on the side-slopes was minimal. <br />Drainage: (Discussion of springs. seeps, overland and channel flow, underdrain construction and/or <br />discharge, integrity of 1 o0-year 24-hour drainage structures, and evidence of positive drainage). <br />No springs or seeps were observed on the refuse surface. Positive drainage leas been maintained <br />on the reclaimed areas. Drainage and diversion structures were intact. All required underdrain <br />construction has been completed. <br />Observation of Fill Construction: (Description of material, compaction, lift thicknesses, slopes, <br />and construction methods). <br />No refuse placement has occurred since December of 2000. Prior to cessation of mining, waste <br />material was placed in alternating lifts of fine and coarse material in accordance with the plan as <br />described in the TerraMatrix report dated December 5, 1996. <br />
