I. INTRODUCTION
• The Mined Land Reclamation Division (MLRD) transmitted a letter
dated March 25, 1986 to Peabody Coal Company (PCC) regarding the
Nucla Mine Mid-Term Review. In the course of this review, MLRD
scrutinized the permit application, the findings document, the
stipulation responses, the revisions to the permit, the monitoring
reports and the inspection and enforcement reports. In particular,
hydrologic monitoring data were reviewed to assess the hydrology
monitoring program and the discussion in the permit of observed and
predicted hydrologic impacts. Problems and observations from past
inspection reports were also considered.
One of the most important items discussed in the Mid-Term Review
was the requirement to submit an Annual Hydrology Report (AHR).
Upon agreement with the MLRD staff, a submittal deadline of
December 31, 1986 was set (letter dated July 24, 1986 from Mr.
Peter O'Connor (MLRD) to Mr. Jim Lunan (PCC)). This first AHR
• would report, interpret, and discuss all surface and around water
data collected at the mine since the beginning of 1980, including
addressing all additional items or concerns brought forth in the
Mid-Term Review. For all intents and purposes, this first AHR was
submitted as Section V, Permit Revision Hydrology of the Nucla Mine
Permit Revision on November 24, 1986. The only aspect of this
Permit Revision which precluded it from being an AHR was that the
data for the period-of-record which were reported and discussed did
not include the last two months of the 1986 Water Year, August and
September. Data for these months have been incorporated into this
report. Where pertinent, the interpretation and discussion of
these data have been revised accordingly. Finally, in a number of
instances, commitments were made in Section V of the Permit
Revision which pertained to hydrology issues or concerns that would
be addressed in this first AHR; all of these commitments have been
met in this AHR. ew\~ CJGv{` r c~pu'~~S S nYlti~ Sv~V~'IM
ll
• ay 26, 1983 for
The Nucla Mine Permit (No. C-81-008} was issued on M
1
