The spoils springs that have appeared at the mine need to be incorporated <br />into the CYCC monitoring plan. The quality and quantity of all spoils <br />discharye needs to be determined to assess hydrologic impacts and ensure that <br />CYCC remains in compliance with our Act and is not causing material damage. <br />CYCC needs to propose and submit mon~,i`}to,~/•ing pro ram that properly addresses <br />the spoils water issue. The list of parameters to be analyzed for hydrologic samples needs to be ~~(~ <br />revised to include receiving stream standards which were noted as a concern of <br />~d your discharge points. CYCC should reevaluate the entire hydrologic monitoring plan to determine/%r~ <br />whether the information collected adequately covers projected impacts from t <br />e +,~ mine. A schedule for completing pump tests on spoil wells needs to be submitted ~G,~ <br />• to comply with CYCC's commitment on pages 780-~72( ) f t e a lic on /¢~~%~`~ <br />(unless they have already been completed). ~7 ~~ ~"~~~~~;,,,.. <br />F. CYCC needs to remodel the spoils aquifer system and revise the statement <br />of probable hydrologic consequences. Specifically, spoils discharges were not <br />predicted in the original application (or midterm response) and need to be <br />addressed. CYCC needs to explain what has happened and what will happen to <br />spoil discharges, spoil water quality, and receiving streams. A strategy to <br />accomplish this should be worked out with the Division. Addressing this issue <br />is necessary for the Division to be able to continue to find your operation to <br />be in compliance. It will also be important if a y extensions to the mine <br />plan area are to-be requested. T1P~~y ~~~ a ~ w~" ~ <br />~_~ <br />G. CYCC needs to address the elevated TDS and sulfate levels that have been <br />noted in Fish and Foidel Creeks adjacent to the mines. A discussion of the <br />water and mass balance situation for both creeks is needed. Predictions of <br />stream quality in future years during high and low flow should be reassessed <br />in light of existing data on spoil aquifer discharges. <br />I believe that if CYCC and MLRD staff can work together on these issues we can <br />arrive at solutions that are effective and more manageable to CYCC. Rather <br />than impose deadlines for completing the above requirements we want to give <br />CYCC the chance to review our concerns and propose a schedule. If possible I <br />suggest we meet to see if we are in agreement on the issues and discuss how <br />and when to resolve them. Please inform me within 10 days of how you want to <br />proceed. <br />
