Cattany <br />Permits C-1980-004 (McClane) and C-1981-020 (Munger) Division Director <br />2004 Water Year Annual Hydrology Report Natural Resource Trustee <br />Dear Mr. Stover: <br />The Division has completed review of the 2004 water year Annual Hydrology Report for <br />McClane and Munger Canyon Mines. We have the following comments and requests: <br />Review of hydrologic monitoring data reported indicates that hydrologic effects of <br />the operations are consistent with predictions in the Probable Hydrologic <br />Consequences sections of the permit applications. Over-all effects of the mine <br />operations on the hydrologic system appear to be negligible. <br />We would request one clarification regarding surface water monitoring. The <br />upstream "undisturbed" sampling site on East Salt Creek (SW-1) is located <br />downstream of the junction of East Salt Creek and the McClane Creek lower <br />diversion segment. Water periodically pumped out of the McClane Mine is <br />discharged into McClane Creek, and as such, the discharge enters East Salt Creek <br />upstream of SW-1. Please confirm that sampling at SW-1 is not conducted during <br />periods when mine discharge water is contributing flow to East Salt Creek, <br />upstream of the sample point. <br />3. A profile survey of the diverted lower segment of the McClane Creek channel was <br />provided in the report as requested by the Division. The creek was diverted when <br />the McClane Canyon road was constructed (pre-8/3/77). The road and diversion <br />had been installed prior to initial permit issuance. A DMG inspection of May 20, <br />1996 described the channel that had developed below the point of diversion. The <br />report narrative described lower segments of the channel as having "...the <br />appearance of a steep sided gully, deeply incised into the colluvial/alluvial <br />deposits...". The channel was described as approximately 15 feet deep at its lower <br />end, near the confluence with East Salt Creek. <br />In 1997, the operator installed 4 wooden gabions along the channel segment to <br />stabilize the channel bottom during high flow events. A channel profile and <br />narrative description, and gabion installation details were incorporated into the <br />permit in 1998 (permit appendix pages M-5 through M-9). The plan also indicated <br />that the channel segment would be monitored, and that corrective measures would <br />be approved and implemented, if monitoring reveals that unacceptable erosion is <br />occurring. <br />
