(Page 2) <br />MINE ID # OR PROSPECTING ID #: D4-~ 999-~~ <br />INSPECTION DATE: ~1~tnher ~ ~, 2f~7 INSPECTOR=S INITIALS: A IW <br />OBSERVATIONS <br />This inspection was conducted by Tony Waldron of DRMS. The operator was contacted but did not attend the <br />inspection. The site is located approximately 9 miles north of Parkdale, Colorado in small mountain/valley type <br />country. The predominant vegetation is pinyon-juniper-oakbrush with some fir at higher and north facing slopes. <br />The pit is situated along the side-slope of an area where agranite/gneiss ridge noses out into a more level <br />valley area. This inspection was conducted in response to an application for a Transfer of Permit and <br />Succession of Operator application. <br />There was an identification sign posted at the site to the mine entrance and the four corners of the permit area <br />were clearly marked. The mine has been active recently as evidenced by the presence of equipment and <br />fresh tracks around the site. A bench has been constructed along the slope to accommodate equipment for <br />the extraction of raw rock material which is further processed into road-base and other end products. There <br />was a sizeable stockpile of processed material on the site. During the last inspection the topsoil handling was <br />noted as an area of concern. The operator seems to be doing a better job in all phases of the topsoil handling <br />as evidenced by this inspection. <br />As stated, this inspection was being conducted in response to a request for a transfer of the permit. The division <br />is required to evaluate the reclamation liability and approved financial warranty whenever a request for a <br />transfer is requested. The existing financial warranty for this site is $27,400.00. As this is a 1 l Oc construction <br />materials site, the bond is calculated assuming the worst case disturbance within the 10 acre site. Presently, the <br />site is approaching its worse case disturbance which appears to be exactly what was expected as presented <br />in the permit application. Since the bond has not been re-calculated since 1999, a new bond estimate for this <br />site was prepared using the same assumptions as those used to complete the original calculation. As expected <br />the new estimate resulted in an increase due to inflation, fuel cost, etc. and was calculated to be $34,185. The <br />successor operator and the current operator will both be notified under separate cover of the new financial <br />warranty.
