BOWIE RESOURCES LIMITED <br />Bowie No. 1 Mine <br />Reclaimed Coal Mine Waste Bank Inspection - 151 Quarter 2004 <br />On March 27, 2004, 1 performed a quarterly visual inspection of the Bowie No. 1 Mine <br />reclaimed coal mine waste bank in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. The pile and surrounding area were dry to damp. <br />No seeps or spoil springs were noted. The pile has been reclaimed. The pile blends in <br />with the surrounding area so it is difficult to determine the areal extent of the reclaimed <br />waste pile. Records indicate 15" to 24" of non-toxic material was placed over the coal <br />mine waste. The vegetation on the south facing slope had been beaten down by <br />wildlife. <br />According to the permit, this waste pile was filled to capacity in August 1983 and <br />reclaimed. In the spring of 1985, spontaneous combustion was detected. Topsoil and <br />cover material were excavated and the hot spot was removed. The area was <br />apparently reclaimed again during the Summer of 1988. <br />The design of the waste disposal area is presented in Volume 6A. To the best of my <br />knowledge and belief, based on my inspection of the pile and previous inspections by <br />professional engineers, the coal mine waste bank has been constructed in accordance <br />with the approved plan. According to previous inspections, the pile was constructed <br />with 1.5H:1 V outslopes. The outslopes were stable. <br />The pile is located in a remote area well away from human habitation. A failure of the <br />pile might damage the sediment pond located below the pile.
