Gossett <br />Chief Mining Engineer <br />Kerr Coal Company <br />One Tabor Center <br />1200 Seventeenth Street <br />Denver, CO 80202 <br />Re: 1988 Annual Hydrology Report, Marr Strip Mine C-80-006 <br />Dear Mr. Gossett: <br />Mr. Jeff Clayton and I have reviewed the 1988 Annual Hydrology Report for the <br />Marr Strip Mine. We have come up with a number of questions in our <br />evaluations. Please respond to these at your earliest convenience. <br />1) We had a great deal of difficulty assessing your compliance vrith <br />the Hydrologic Monitoring Plan as evidenced by my call on March 16, <br />1989. Please prepare revised narrative and tables for the permit <br />application t~~hich reflect a consolidation of the existing permit <br />application materials, the 1981 stipulation and response, the 1981 <br />and 1984 Minor Revisions and the 1986 Technical Revisions. Include <br />in the narrative a discussion of the difference between surface <br />stations and sample sites as far as location and sampling suites <br />are concerned. <br />2) Dissolved oxygen (D.O.) and fluoride were not reported in the <br />Annual Hydrology Report, despite their inclusion in the parameter <br />lists. The staff would accept the elimination of monitoring of <br />these parameters in a hydrologic monitoring plan revision submittal. <br />3) Please submit NPPES Discharge Reports (EPA Fora 3320-1, Revised <br />10-79) for 1988 and begin quarterly submittal to this office, as <br />committed in the permit application (Rule 4.05.13(2)(a)(ii)(A). <br />Prepare a discussion of the circumstances and the mitigation of <br />'total iron' exceedances at Site 306 (Rule 4.05.13(2)(a)(ii). <br />4) The 1984 Technical Revision which initiated the monitoring of <br />portions of the permit area in phases indicated that 028-DH-4 was <br />broken off in the winter of 1982-1983. Assess the condition of <br />this site and either repair it or make a commitment to abandon it <br />this summer in conformance with Rule 4.07, <br />215 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
