BANTA, Director
March 22, 1989
Mr. David R. Gossett
Chief Mining Engineer
Kerr Coal Company
One Tabor Center
1200 Seventeenth Street
Denver, CO 80202
Re: 1988 Annual Hydrology Report, Marr Strip Mine C-80-006
Dear Mr. Gossett:
Mr. Jeff Clayton and I have reviewed the 1988 Annual Hydrology Report for the
Marr Strip Mine. We have come up with a number of questions in our
evaluations. Please respond to these at your earliest convenience.
1) We had a great deal of difficulty assessing your compliance vrith
the Hydrologic Monitoring Plan as evidenced by my call on March 16,
1989. Please prepare revised narrative and tables for the permit
application t~~hich reflect a consolidation of the existing permit
application materials, the 1981 stipulation and response, the 1981
and 1984 Minor Revisions and the 1986 Technical Revisions. Include
in the narrative a discussion of the difference between surface
stations and sample sites as far as location and sampling suites
are concerned.
2) Dissolved oxygen (D.O.) and fluoride were not reported in the
Annual Hydrology Report, despite their inclusion in the parameter
lists. The staff would accept the elimination of monitoring of
these parameters in a hydrologic monitoring plan revision submittal.
3) Please submit NPPES Discharge Reports (EPA Fora 3320-1, Revised
10-79) for 1988 and begin quarterly submittal to this office, as
committed in the permit application (Rule 4.05.13(2)(a)(ii)(A).
Prepare a discussion of the circumstances and the mitigation of
'total iron' exceedances at Site 306 (Rule 4.05.13(2)(a)(ii).
4) The 1984 Technical Revision which initiated the monitoring of
portions of the permit area in phases indicated that 028-DH-4 was
broken off in the winter of 1982-1983. Assess the condition of
this site and either repair it or make a commitment to abandon it
this summer in conformance with Rule 4.07,
215 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
