Klger <br />Senlor EmironmerAal Engineer <br />May 31, 1996 <br />Ms. Erica Crosby <br />Environmental Protection Specialist <br />Colorado Division of Minerals and Geology <br />215 Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br />RE: STREETER FILL, 6700 REFERENCE POINT <br />COLOWYO COAL COMPANY L.P. <br />PERMIT C-81-019 <br />Deaz Ms. Crosby: <br />To follow up today's telephone conversation, the purpose of this letter is to inform the Division that, <br />as we had predicted, the 6700 bench reference point has finally failed due to movement and cracking of the <br />surrounding cliff and sandstone bluffarea. <br />We previously noted the questionable condition of the reference point and the rock bluff in the 1995 <br />Annual Reclamation Report and had indicated that a new reference point was to be installed in 1996 to <br />mosdor the lower benches of the fill using X,Y,Z coordinates. <br />The new point had been installed and the old survey system was being checked one last time to <br />close out the old system and initiate the new system It was at this time that the surveyors found that the old <br />reference point (a pin set in concrete) had slid into a 12 inch fissure opened up between two rock bluff <br />segments. We have included a few photos showing the effected area. <br />Photo # 1 shows the rock bluff area. <br />Photo #2 (looking south) shows the former location of the point in the background and a Large <br />settlement crack or fissure in the foreground located 15 feet from the edge of the bluff. <br />Photo #3 (looking south) shows this nearby fissure in more detail. It measures 3 feet wide, b feet <br />long and 5 feet deep. <br />Photo #4 (looking north and standing on the rock bluff) shows the fissure as it continues up into the <br />hillside. <br />Since the underground Streeter mine fire vents from similar fissures and cracks in this general area <br />we speculate that the cause of the bluff failure and the opening of the fissures may be related to these <br />underground fire activities. The Streeter Fill survey information indicates, however, no changes in the <br />
