As a part of this <br />revision an underdrain to drain the seeps and springs <br />within the drainage were proposed. The fill and <br />underdrain were to be constructed by dragline utilizing a <br />gravity segregation technique. Peabody committed to <br />inspecting the fill during construction, by a registered <br />engineer or other qualified specialist at least quarterly. <br />However, the Division determined that inspections during <br />the actual placement should be more frequent and attached <br />the following stipulation to the revision approval. <br />"A qualified registered engineer shall perform inspections <br />at least bimonthly during the construction and placement <br />of the underdrain (at the Wolf Creek fill). Records of <br />the inspections are to include date, time, inspector and <br />observation. Copies shall be retained at the mine site. <br />After completion of the underdrain construction, copies of <br />these inspection reports shall be sent to the Division". <br />This stipulation (Stipulation No. 4) was carried over to <br />the new permit term under the approval of the renewal of <br />Permit C-80-005, effective February 17, 1987. <br />Construction of the underdrain in the Wolf Creek fill has <br />been completed. Per Stipulation No. 4, attached please <br />find the required inspection reports, copies of which are <br />also being kept on file at Seneca II Mine. With this <br />submittal, the requirements of Stipulation No. 4 have been <br />satisfied. <br />
