Box 226 <br />Delta, Colorado 81416 <br />RE: Refuse Pile Compaction Requirements - File No. C-034-81 <br />Dear Mr. Reschke: <br />The January 10, 1984 letter prepared by Rocky Mountain Geotechnical, Inc., <br />contained within Volume 11 of the Red Canyon Permit Application discusses <br />potential effects of the variance from the original compaction standards <br />on final waste pile slope stability. <br />The consultant indicates that, based upon their general experience, sub- <br />standard compaction would probably not reduce the factor of safety below <br />the required 1.5. The letter observes, however, that this projection is <br />not based upon either specific shear strength testing or rigorous <br />computer analysis". <br />In order to approve a variance from the original compaction standards, a <br />complete geotechnical analysis as referred to by the consultant would be <br />required.
