Box 821 <br />Lake City, CO 81235 <br />NONCOMPLIANCE ORDER <br />i p~YIMMf Oi M N19~0~ <br />MM~~Y OI lei ~Y~uOWM <br />In Reply Refer To: <br />COC-70513/ 3809 <br />~~so ~c~Prty (~(/d ~ ~rwe. <br />43 CFR 3809 <br />Surface Management <br />Routine field examinations conducted on October 26, 2007 in Hinsdale County, T. 43 N., R. 4 <br />W., sec. 10 NE'/4, New Mexico Principal Meridian, revealed the following on the Golden <br />Wonder Mine (COC-70513): <br />The drainages have hazardous materials (waste rock with high acid generation potential) in them <br />that need to be removed to prevent unnecessary or undue degradation of public lands. There has <br />Ueen no mining activity on the site since the previous inspections, although recent tracks from <br />vehicles were observed on access road. One structure and most of the operating <br />mining/processing equipment have been removed from the site; trash, wooden posts, plastic <br />pipes, hoses and other used equipment remain on site. Empty drums (labeled and unlabelled), <br />unlabeled compressed gas canisters and a vehicle battery were also observed, as well as an <br />electrical panel with oily residue on it/leaking from within. The face of the dump shows <br />evidence of erosion, indicating slope instability/water ninoff issues. <br />A review of our records indicates the following facts: <br />The Plan of Operations (POO) mitigation measure #1 states: "All hazardous materials <br />will be removed to at least 20 feet from the drainages". <br />Water sampling and flow volume estimation occurred on April 18, May 24, and July 10, <br />2007. Additional water sampling occurred on May 17, and June 6, 2007. Water flowing in <br />Deadman Gulch was measured at a range of pH of 5.91 to 7.7 above the minesite. Water <br />samples ranging from pH 2.28 to 3.67 were found flowing below the minesite in Deadman <br />Gulch. Additionally, water was found to be flowing from several seeps in the toe of the Golden <br />wonder mine dump within the immediate drainage area, with pH of 3.00 to 5.36. <br />~~ <br />A J G~ <br />
