I have re~diewed the report prepared by Water, Waste ~x Land, Inc. (4J1^!L} present;;;g
its 3rd party opinions. Wln'L was retained by Battle ftountain ResourcFs, loc. ire
provide the Division with a 3rd party opinion concerning t;~e constnaction of its
Tailing= Disposal Area Phase II, Raise 1 Expansion at 'the San Luis Nlin,~. Ttte
Division had become r_.r~ncerned when ore of our inspections discovere[I that out-of-
specification materials were being used at the site.
Very briefly summarized, WWL concludes that the embankment wrill f~nr_tion as
infendetl, although the materials used in constructing Raise 1 were nut--of-
specification. Further, although a small area (314 of an acre) of the drainage
layer/finer cover Tres also out-of-specification,WWL preliminarily believes it
ti^rill nut affect the overall performance of the 25 acre drainage blankllt. W4~4L does
reserve its final opinion until the remainder of the laboratory data is received.
Finally, WWL also believes the low permeability compacted liner should perform
properly, although all the analytical data has not yet been received. ~ fter i ec8ipt
of the data, '~n+StVL Trill render a final opinion.
W1rIL appears to have performed in accordance with the Contract and the MLU. 1
recommend acr_.eptance of the prelimi~~ary report. Please forward the fins; opinion
