Responses to CDMG comments -Edna Mine 1995 Annual Reclamation Report <br />May 29, 1996 <br />1) The maps presented with the annual reclamation report do not coincide with the text. The <br />text stales that 71.5 acres of topsoil were distributed in the West Ridge area. This is not <br />delineated on Exhibit 1...... <br />Exhibit 1 was reviewed by the Edna Mine staff and two areas showing topsoil distribution are <br />shown. The labels for these areas are printed within the cross hatched area showing topsoil <br />placement. The first area is found in Section 14 and is noted as being a 6.68 acre block. The <br />second area is located in Section 23 and is noted as being a 65.27 acre block. The area noted in the <br />referenced section of text is stated at 71.95 acres. <br />...The first paragraph on page 2 says that all permanent revegetation areas for 1995 were in <br />the Moffat area as shown on Exhibit 2, which is a summary of the mine area permanent <br />revegetation. Exhibit 2 shows no 1995 revegetation for the Moffat Area and only about 20 <br />acres in West Ridge.... <br />Mine staff review of Exhibit 2 , as submitted to the Division ,shows one block of 14.3 acres, and <br />small blocks of 4.4 acres, 1.4 acres, 0.9 acres, 0.4 acres and 0.5 acres with labels showing 1995 <br />revegetation. These areas are all located within Section 31 except for a small portion of the 4.4 <br />acre block which extends into Section 36. P&M is not sure what the Division is referring to when <br />discussing the 20 acres on the West Ridge area. No permanent revegetation was done in the West <br />Ridge area during 1995 ,thus no areas are labeled with 1995 seeding are shown in this area on <br />Exhibit 2. <br />...The next paragraph addresses seeding in Block 1 and Block 4. These aze not identified <br />on the map, where aze they?... <br />The "Block" designarion has been used in the past for many reports dealing with reclamation <br />activities for the Mofj'at area. In this case the Blocks are not specifically labeled on the map. P&M <br />apologizes for any confusion caused by this language. The area interseeded is however labeled on <br />Exhibit 2. The area label states "INTERSEEDED 1995"and is otulined in a dashed line <br />straddling the Secdon line of Sections 31 and 7 on the eastern edge of the Moffat disturbance area. <br />...The third paragraph says that a cover crop was planted on approximately 92.5 acres in <br />the West Ridge as shown on Exhibit 1. Exhibit I shows only about 20 acres of <br />revegetation in 1995. The maps and text need to be clarified to accurately identify the <br />topsoiling and seeding activities that occurred in 1995. <br />Exhibit 1 of the Annual Reclamation Report notes "COVER CROP SEEDING 1995 ". No acreage <br />figure is quoted on the map, however the area with cover crop applied is outlined with a dashed <br />line as noted on the map legend. Again, P&M is not sure where the 20 acres noted in the Division <br />comments is coming from. The Annual Reclamation report stated the about 92.5 of the 106 acres <br />disturbed for terrace construction was seeded with cover crop. These areas are not specifically <br />outlined on the map. The approximately 73 acres topsoiled and art additiona113.8 acres, as <br />discussed in the report text, are outlined on the map as mentioned above. <br />Hopefully these explanations will clear the areas of concern up for this comment. P&M believes <br />that the information noted in the text of the reports does coincide with information presented on the <br />maps. <br />2) P&M does not mention sampling any of the West Ridge spoil as a substitute material in the <br />1995 Annual Reclamation Report. Approximately 106 acres of spoil was final graded in <br />
