September 12, 2003 <br />Page 3 of 4 Pages <br />inspections quarterly, with a certified inspection in the second quarter. West Pit Fill reports are <br />included in Exhibit 7D. A registered engineer certifies all of these quarterly reports. Section 16 <br />reports are included in Exhibit 7G. A 1s` quarter inspection was not conducted due to no access <br />(deep snows). <br />Reports on sampling of overburden are in Section 8 of the report. Sampling of overburden is <br />introduced on page 2.05-9 of the Permit. The density of sampling of regraded overburden is one <br />sample per five acres (Permit, Exhibit 6, Section 4b, Colowyo letter of January 4, 1983). The <br />report (Section 8) includes analyses of the regraded overburden sampling program. <br />"fhe Permit (page 2.05-57) requires a random sampling of topsoil. None were reported, nor have <br />any been reported as far back as 1994. This was identified in the Division letter of October 25, <br />2002, comments on the 2001 ARR. It was to have been corrected in the revision to the permit for <br />South Taylor expansion, but this revision was not processed. <br />Reports on revegetation monitoring are in Section 9. <br />Results of Revegetation Monitoring (see PAP, page 4.15-1). <br />All required sampling was accomplished. During the first growing season, sampling is required <br />to determine frequency by genera of seeded and volunteer species. During the second and fourth <br />season herbaceous cover and woody plant density information is gathered. The report contains <br />the results of sampling of 2001 seeding for frequency/density, and 2000 and 1998 cover data and <br />woody plant data for reclaimed areas in compliance of the requirements of the Permit.
