Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division of Minerals and Geology has completed review of the 2006 Annual Reclamation <br />Report (ARR) for the Lorencito Canyon Mine, #C-96-084. The ARR map was also included with <br />the report and reviewed accordingly. Also included in the review were Tables ARR-1 and ARR-2 <br />received on June 18, 2007 for the 2005 ARR. Please address each of these items as <br />necessary. <br />ARR Reoortino Form <br />The last three years of AR reporting forms were reviewed, including 2006. In 2004, the mine <br />reported a liability of 153.8 acres of disturbed land, of which 122.1 acres was backfilled and <br />graded and 31.7 acres were in long-term mining or reclamation facilities. Of the 31.7 acres, 4.9 <br />acres (4.5 loadout and .4 service area) remained to be reclaimed. The remainder of the long- <br />term facility acres (26.8 acres) consist of roads and ponds and office area that will remain as <br />permanent features to support the post-mining land use. <br />The 2005 ARR correctly reported an addition of 1.4 acres of disturbance at borrow area #3 (BA- <br />3). This added 1.4 acres to the disturbed total, the long-term facility total, and the area yet to be <br />reclaimed total, resulting in 155.2 acres, 33.1 acres, and 6.3 acres, respectively. <br />The 2006 reporting form correctly reports no changes to the disturbed acres, backfilled and <br />graded acres, and long-term facility acres. However, Technical Revision #14 (TR-14) was <br />approved in 2006. This revision changed the post-mining land use for the coal loadout to an <br />industrial use, effectively eliminating the requirement for reclamation of the 4.5 acre area. <br />Therefore, while the long-term facility acres would remain the same, the acres subject to <br />reclamation but yet to be completed would drop by 4.5 acres to 1.8 acres (1.4 acres of the <br />topsoil borrow area #3 and .4 acres of the service area). Please change the value reported in <br />2006 for reclamation yet to be completed to 1.4 acres. <br />Tables ARR-1 and ARR-2 (2005) <br />On both tables, the number of acres reported for borrow area #3 is inaccurate. While 2.7 <br />acres may have been approved for disturbance, only 1.4 was actually disturbed. <br />Reclamation reports deal with actual acres disturbed.
