We have <br />also considered the questions posed by Larry Reschke concerning timing and method of sealing <br />the remaining monitoring wells. With regard to sealing methodology; sealing of alluvial wells <br />by cuttings only, without using cement or other sealant would be acceptable, as long as there is <br />no potential for cross contamination from a bedrock well. Pelletized sealant is suitable for use in <br />coal seam or bedrock wells, as long as any segments of such wells which penetrate the glacial- <br />alluvial aquifer are cemented. A minor revision to the permit would be necessary to address such <br />modifications. As I previously indicated to Mr. Reschke, permanent monument markers <br />extending above ground level will not be required, as such markers would be likely to interfere <br />with agricultural and residential land uses in the azea. Reclaimed wells should be temporarily <br />flagged or staked to facilitate bond release inspection. <br />Based on review of the AHR, and consideration of PHC related findings we will be required to <br />make with respect to final bond release, we have the following questions and requests. <br />The statement in the AHR indicating that the rising water level in Well E-1 is not likely <br />indicative of rising water levels in the mine should be explained, and documentation may <br />be required. Well E-1 should not be sealed until after final bond release approval. The <br />well should be sampled a[ least one additional time prior to submittal of the final bond <br />release application, with water level and full groundwater analysis report provided to the <br />Division. <br />2. Alluvia] Wells A-1 and A-2, and Refuse Well R-6, should likewise be sampled at least <br />one additional time, with water levels and full chemical analyses submitted to the <br />Division prior to bond release application. Wells other than E-1, A-1, A-2, and R-6, can <br />be plugged and reclaimed, with no further data collection needed. The four wells for <br />which further sampling is requested should remain open until after the bond release <br />
