Your request was made in
anticipation of the Division's recent proposed decision to approve Bond Release Application No. 3'
(SL-3) for the Hayden Gulch Mine. '
The Division believes that water monitoring at Hayden Gulch Mine is no longer necessary as indicated
by the impacu to surface water and ground water that are listed on pages 13 and 14 of the Division's
findings document prepared for SL-3. dated May 23, 1999. Also, on page 13 of that fmdings
document, the Division found that the permittee, H-G Coal Company had successfully completed aU
surface coal mining reclamation operations in accordance with the approved reclamation plan. Those
operations included the mine's water monitoring plan. Based on the completion of the water
monitoring program, and the lack of a technical buffs foc further monitoring, the Division approves
cessation of further water monitoring at the site. I dixussed this approve! with David Berry, Coal
Program Supervisor, on June 23. 1999 and he e7tprcased his support.
Cessation of water monitoring will be consistent with the intentions of the remaining mining and
reclamation permit. When the proposed bond rcleax becomes final, the Hayden Gulch Mine mining
and reclamation permit area will be reduced to 6.8 acres comprised of thra shrub enclosures and a
slump area. The purpose of maintaining bond liability on this 6.8-acre remnant of the original 1276-
acre permit arcs is co ensure successful rcvegetation and for demonstrating ground stability.
If you have questions or are in nad of additional information, please contact me.
Sincerely,
Tom Kaldenbac6
Environmental Protection Specialist
cc: David Berry, CDMG
