Colowyo requests the ability to drain backwash water from the proposed <br />new reverse osmosis water treatment plant to an unlined storage pond. <br />Colowyo respectfully requests use of this water for dust suppression on roads. <br />A maximum of 10,000 gallons per day would be drained to the collection <br />pond. Based on historical hydrology of the area, contact between the drained <br />water and surface waters is not anticipated. A copy of the expected water <br />quality from the water treatment plant is provided in the following application <br />materials. <br />5. Colowyo requests the ability to discharge potable water to surface water <br />systems. Colowyo's potable water distribution system is spread over an <br />extensive area and our water use is relatively small at the lower end of the <br />system. In order to minimize the formation of disinfection by-products <br />created by our chlorination program, ensuring tank turnover times of 3-5 days <br />(maximum of 7 days) would be very helpful, especially during the summer <br />months. The increased "use" of stored potable water would speed the rate of <br />turnover in the system and help facilitate compliance with state drinking <br />water regulations. <br /> <br />GENERAL DISCUSSION <br />CPDS Impoundments -During calendar year 2003, the ten CPDS impoundments were <br />inspected on a quarterly basis. Routine maintenance was performed when <br />necessary during the year. None of the impoundments displayed any structural <br />weakness or otherwise hazardous conditions. <br />Table 1. Livestock Water Tanks are <br />being inspected on an annual basis. The impoundments did not display any signs <br />of structural weakness or otherwise hazardous conditions. Faded impoundment <br />identification signs were repainted in November. The impoundments that are not <br />considered NPDES ponds or Livestock Water Tanks were inspected during the <br />third and fourth quarters of 2003. The quarterly inspection requirement for these <br />impoundments was also waived by TR-55. These impoundments were inspected <br />during the fourth quarter of 2003 for reasons of internal monitoring and <br />convenience. <br />
