• disallowed is any offered by noxious weeds, as well as any annual/biennial cover in
excess of 10 percent of total vegetation cover. As can be seen, allowable cover
exceeded the performance standard level for the Section 16 1995 and 1998
Reclamation parcels, the East Pit pre-1995 Area, and the West Pit 1995 parcel. The
East Pit 1998 parcel is close to the limit and is within the confidence limit and thus would
be deemed satisfactory also.
The East Pit 2000 and West Pit 2000 sites are young and by their nature such sites have
more annual /biennial growth for several years. Thus, it is not greatly alarming that they
fall short of the standard in allowable cover. To a certain degree, the failure of the West
Pit 1998 Area to meet the standard may reflect a lingering immaturity that may correct
itself in the next few years, but it may bear close watching. The East Pit 1995
Reclamation has low cover and even though it has no excess annual/biennial correction,
it still fails short of the standard. The East Pit 1995 Area should be watched closely
because it would be a candidate for interseeding to try to enhance cover unless it shows
positive change soon, (note that since it is more than five years old, such action would
restart the liability period).
Production
Herbaceous production in the East Pit pre-1995 Reclamation (5661b/ac, Table 21) far
exceeded that in both the Mountain Brush Reference Area (2681b/ac and the Sagebrush
Reference Area (1431b/ac). There would appear to be a high likelihood that the
herbaceous production standard would be met in prospective bond release testing in this
area.
Species / Lifeform Diversity
The diversity standard for the Colowyo Reclamation is the presence of one perennial
forb and of each of three perennial grasses each at a level equaling or exceeding 3%
(but not exceeding 50%) relative cover. The distribution of perennials present in excess
of 3% relative cover is as follows:
