Long <br />Re: Review of the 1995 Annual Hydrologic Report, Carbon Junai[~omir~lor <br />Miae, <br />Permit No. C-92-080 <br />Dear Mr. Hendricks: <br />A review of the 1995 Carbon Junction Annual Hydrologic report was <br />completed by Kirstin Fisher, an Engineering/Physical Sciences <br />Intern at the Division. Her report raises numerous issues that <br />need to be resolved by Oakridge Energy. The overall quality of the <br />surface and ground water is not at issue but the apparent poor <br />quality of the monitoring and record keeping. These issues were <br />identified in the midterm review, along with the other related <br />permit deficiencies which still need to be resolved. The following <br />is her report: <br />The following standards were checked: compliance with the set <br />monitoring frequency and set monitoring parameters. Additionally, <br />the present water quality will be compared with the baseline water <br />quality data, to assess the extent mining has affected the <br />hydrologic balance. <br />The Carbon Junction Mine started to collect baseline water quality <br />data in 1982. The following wells and surface water monitoring <br />stations have baseline water quality data: Well 17B, Well 82-4, <br />Carbon Junction Canyon, Spring 1, Spring 3, and Spring 4. Well 82- <br />4 and Carbon Junction Canyon water monitoring stations are <br />apparently no longer being monitored. <br />In 1994, two new wells were drilled. They are Well l0-B and Well <br />94-1. Baseline water quality data for these two wells is provided <br />in the 1995 AHR. A fifth well, Well 11B, was sampled once during <br />the second quarter for 1995. It's analyses were reported in the <br />1995 AHR. However, this well is apparently not part of the <br />approved water monitoring plan. <br />
