Per the FEMA levee criteria, some of the requirements for an approved levee <br /> system include the following: the flood protection levee must be constructed with a <br /> ' minimum of 3 to 3.5 feet of freeboard (additional elevation above the 100-year water <br /> surface elevation), prepare an embankment stability analysis, conduct a seepage analysis <br /> for the embankment, determine the 100-year flood hydrograph against the embankment, <br /> determine the loadings on the levee, conduct a stability analysis and a foundation bearing <br /> strength analysis for each soil type, determine settlement of the levee crest, prepare an <br /> internal drainage analysis, etc. Additionally, an operations and maintenance manual will <br /> need to be prepared and approved by FEMA which will include the acceptance of <br /> responsibility for operations and maintenance of the levee in perpetuity by a state, <br /> regional or local government agency.
