Lamm <br />Governor <br />DATE: March 14, 1985 <br />T0: Susan Mowry <br />FROM: Jim Pendleton - <br />RE: Blue Ribbo Coal Mi - Quarterly Certification of Bench Reconstruction <br />Project <br />Pursuant to your request, I have reviewed the certification report prepared by <br />Larry M. Reschke, Colorado Registered P.E. No. 19891. Mr. Reschke's report <br />covers the bench reconstruction activity at the Blue Ribbon Mine site from <br />September 24, 1984 through January 31, 1985. As of January 31, 1985, Mr. <br />Reschke reports that partial completion of the work has included the <br />excavation of the toe area, the recompaction of colluvium in the toe area <br />under the coal waste, the installation of the draw north of the bench, and the <br />installation of select material in the toe area. Mr. Reschke also observes <br />• that these portions of the work have been done in proper workmanship manner <br />and according to the plan approved by the Colorado Mined Land Reclamation <br />Division. As of January 31, 1985 Mr. Reschke also observed that the following <br />portions of the work remain to be completed: Stripping and clearing of minor <br />areas, completion of the drainage structures on the No. 1 pond, placement of <br />colluvium as cover and at each end of the reconstructed bench, installation of <br />additional underdrains, placement of additional underground development coal <br />waste, and final reclamation of the site. <br />Mr. Reschke has done an acceptable job of documenting the work performed to <br />date. The moisture/density testing performed appears to be adequate to insure <br />proper compaction of the earth materials. The design engineering firm, Rocky <br />Mountain Geotechnical of Colorado Springs, has preformed contract inspections <br />to assist Mr. Reschke with several minor design modifications. The work to <br />date appears to be preceding acceptably towards completion of the bench <br />reconstruction, in compliance with the approved plans. Therefore, I recommend <br />acceptance of Mr. Reschke's certification report. <br />/ph <br />cc: Bob Liddle <br />Doc.
