Y JY <br />E~~ NECq <br />S Coa/ Company <br />Seneca Coal Com <br />April 27, 1995 <br />Colorado Department of Health <br />WQCD-PE-B2 <br />4300 Cherry Creek Drive South <br />Denver, CO 80222-1530 <br />R8: Quarterly Discharge Monitoring Report for Permit CO-0000221 <br />Gentlemen: <br />Pursuant to the quarterly reporting requirements contained in <br />Colorado Discharge Permit CO-0000221 for the Seneca Mine complex, <br />enclosed find the first quarter 1995 discharge monitoring reports <br />for Sites 002, 003, 004, 005, 006, 008, and 009. Site 010 has not <br />yet been constructed. <br />One total suspended solids (TSS) value exceeded the permit effluent <br />limit (35 mg/1, 30-day average). Since the TSS excursion did not <br />endanger health or the environment, the excursion was not orally <br />reported to the Water Quality Control Division within 24 hours. <br />This excursion was at Outfa11.003. A sample collected on March 21 <br />at 0950 MST had a TSS value of 52 mq/1 and a settleable -solids <br />value of <0.4 mg/1. Since this outfall occasionally receives water <br />from our truck wash facility (in addition to stormwater runoff), a <br />rainfall exemption was not granted for this site. However, the <br />continuous flow recorder chart at this site (see Attachment A) <br />indicates that no truck washing had occurred since March 17. The <br />chart from a rain gage (see Attachment B) located less than one <br />mile from the outfall indicates a precipitation event of 0,27 <br />inches occurred on March 19, ending at around 1200 MST. We ask <br />that the Water Quality Control Division take these facts into <br />consideration.
