Y JY
E~~ NECq
S Coa/ Company
Seneca Coal Com
April 27, 1995
Colorado Department of Health
WQCD-PE-B2
4300 Cherry Creek Drive South
Denver, CO 80222-1530
R8: Quarterly Discharge Monitoring Report for Permit CO-0000221
Gentlemen:
Pursuant to the quarterly reporting requirements contained in
Colorado Discharge Permit CO-0000221 for the Seneca Mine complex,
enclosed find the first quarter 1995 discharge monitoring reports
for Sites 002, 003, 004, 005, 006, 008, and 009. Site 010 has not
yet been constructed.
One total suspended solids (TSS) value exceeded the permit effluent
limit (35 mg/1, 30-day average). Since the TSS excursion did not
endanger health or the environment, the excursion was not orally
reported to the Water Quality Control Division within 24 hours.
This excursion was at Outfa11.003. A sample collected on March 21
at 0950 MST had a TSS value of 52 mq/1 and a settleable -solids
value of <0.4 mg/1. Since this outfall occasionally receives water
from our truck wash facility (in addition to stormwater runoff), a
rainfall exemption was not granted for this site. However, the
continuous flow recorder chart at this site (see Attachment A)
indicates that no truck washing had occurred since March 17. The
chart from a rain gage (see Attachment B) located less than one
mile from the outfall indicates a precipitation event of 0,27
inches occurred on March 19, ending at around 1200 MST. We ask
that the Water Quality Control Division take these facts into
consideration. We also ask that the Division take into
consideration TSS values observed at this outfall before and after
this excursion (<5 mg/1 on FebruarY_6 and 14 mg/1 on April 4).
Please contact me if you have any questions.
Sincerely,
Dennis Jones
Hydrologist
c: Gary Wendt (PWCC)
USEPA, NPDES Branch 8WM-C
Water Management Division
999 18th Street, Suite 510
Denver, CO 80202-2466
•
~J
Seneca Coal Company • P.O.
