Dept. of Natural Resources <br />Re: Stipulation #5 to the Orchard Valley Mine Plan, Permit C-038-81. <br />Dear Sandy: <br />Enclosed is Colorado Westmoreland Inc.'s (CWI) subsidence report in <br />the format approved in your letter of August 9, 1982. In this report, <br />CWI has compiled all data available from surveys of subsidence monuments, <br />mine-inflow measurements, groundwater monitoring, and spring measure- <br />ments. <br />We've encountered a few stumbling blocks in obtaining information <br />for the hydrology portion of the report (inclement weather, poor access, <br />equipment malfunctions, etc.) and hope the data is adequate for this <br />first subsidence report. Amore detailed presentation of the hydrologic <br />regime of the Orchard Valley Mine will be presented in our annual hydrol- <br />ogy report on January 1, 1983. <br />It is CWI's understanding that these semi-annual subsidence reports <br />are due on May 1 and November 1 each year. We would like to request that <br />the May 1 reporting date be changed to August 1, and the November 1 date <br />to February 1. Surveying and monitoring are hampered in winter and <br />spring by mud, snow, rain, and cold. Late June and July are usually the <br />first times of the year when monitoring sites are accessible; therefore, <br />we would like to move the subsidence report due dates to August 1 and <br />February 1. <br />Another subject of concern to CWI is the requirement to address <br />stipulations regarding hydrology (Stipulations #10, #21, and #22) in the <br />subsidence report and the annual hydrology report. Since this informa- <br />tion will be thoroughly discussed in the annual hydrology report, we <br />would like to address hydrology generally in the subsidence report, and <br />only when it is determined that a water resource has played a role in a <br />subsidence event. <br />• <br />suesioiaar of <br />WESiM ORELANO <br />COAL COMPANY <br /> <br />
