Both reports were submitted by the Blue Ribbon Coal <br />Company. Both reports are acceptable. The included data does verify that the <br />mine bench has been constructed in accordance with the approved design and is <br />stable. <br />We should be careful to ascertain that those tasks remaining to be completed <br />as a portion of the mine bench construction, namely placement of the cover <br />• material on the southwest end of the middle bench, rock placement around the <br />toe of the bench, and the installation of a ditch to contain the flow from the <br />underdrains, actually occurs when the construction season resumes.
