<br />EXPERIENCE & ACCOMPLISHMENTS (continued) <br />' Natural Resources Law Fellow Mav 1991-Januarv 1992 <br />Defenders of Wildlife, Washington, DC <br />Duties: <br />' 'The Endangered Species Coalition - I served as a member of the Coalition's steering <br />committee. The steering committee selected and presented policy issues for discussion at the <br />general meetings of member organizations, and guided discussions on the issues presented. <br />' In this capacity, [reviewed and drafted legislative proposals Cor congressional committee staff, <br />including amendments introduced for the reauthorization of the Endangered Species Act <br />(ESA). In addition, I submitted written testimony to Congress on potential strategies to <br />stem the loss of biological resources, and drafted portions of a bill that would amend the <br />' National Environmental Policy Act (NEPA) to preemptively require federal land management <br />agencies to address cumulative biologiral impacts more comprehensively inland-use planning. <br />' • The Wetlands Coalition - As an ac[ive member of the policy-making group for the Wetlands <br />Coalition, I briefed congressional committee staff on the existing statutory framework <br />designed to protect wetlands, and analyzed the probable legal and biological impacts of new <br />legislative and administrative proposals to amend existing laws and regulations. <br />t 'Litigation - As a member of Defenders' legal staff, I participated in all phases of litigation <br />to implement unenforced provisions of the ESA, MMPA, NEPA, CWA, NFMA, FLPMA, <br />' NPA, and other federal and state statutes protecting wildlife and wildlife habitat. I was <br />directly involved in preparing the briefs and oral argumen[ for Lujan v. Dejenders ojWildlije, <br />a global endangered species case heard before the United States Supreme Court. Additional <br />suits were brought to promote gray wolf reintroduction to Yellowstone National Park, <br />' establish federal protection for the Louisiana black bear, and prevent wide-spread poisoning <br />of prairie dogs in areas identified for black-footed ferret reintroduction. <br />' Wetlands Planning Representative Januarv 1991-Mav 1991 <br /> Boulder County Audubon Society, Boulder, CO <br /> Duties: <br /> • I represented Boulder County Audubon at public meetings regarding wetlands planning and <br />' classification within the city of Boulder. As a member of the city's wetlands working group, <br /> I worked with city planners, private landowners, and local developers to draft, refine, and <br /> implement a new city ordinance to protect Boulder's wetlands. <br />' <br /> Legal Intern September 1991-Januarv 199() <br /> The National Wildlife Federation <br />' Rocky Mountain Natural Resources Law Center, Boulder, CO <br /> Duties: <br /> Wet/ands - At the Natural Resources Law Center, 1 researched the science of wetland <br />' creation and restoration, analyzing the past performance and future potential of creation and <br /> restoration projects as a means for preserving native wetland biological resources and overall <br /> nel wetland acreage. I reviewed both federal and state regulatory schemes, [ocusing in depth <br /> on the state legislation currently in place in North Dakota and new legislation proposed for <br />' Colorado. <br />' • Public Lands - [participated in litigation on behalf of the National Wildlife Federation to <br />implement (through NEPA) the ESA, NFMA, FLPMA and other public land management <br />laws protecting natural areas and biological resources. Suits were brought to restrict surface <br />mining operations in grizzly bear habitat, reduce grazing levels insensitive riparian areas, and <br />' prevent game-ranching of exotic species. <br /> <br />' 32 <br />
