(Northwest Colorado Consultants, Inc.) has prepazed this letter outlining our <br />inspections made during the third quarter of 1999 at the Waste Coal Area, which is located at [he Foidel <br />Creek Mine in Routt County, Colorado. <br />As requested, our firm visited the project site on September 17, 1999 to observe/inspect the construction <br />operations. A[ the time of our visit, it appeared that the contractor was stockpiling the waste coal in the <br />north end of Area 1. However, the contractor had not yet started to spread out and compact the <br />materials. We were informed by Mr. Mills that the wash plant has not been used for the preparation of <br />the waste coal for the last several months and that they had just resumed washing the waste coal during <br />the first week of September. Since they had not placed nor compacted any lifts of fill materials during <br />this quarter, we did not take any compaction tests. <br />Based on our part-time observations and inspections, it appears that the waste coal materials were being <br />stockpiled in general accordance with the project plans and specifications. <br />As suggested in our previous quarterly repott, the water levels in the monitor wells, installed on October <br />23, 1997, were measured during this quaver on a monthly basis.
