(Northwest Colorado Consultants, inc.) has prepared this letter outlining our <br />inspections made during the fourth quarter of 1999 at the Refuse Pile, which is located a[ the Foidel <br />Creek Mine in Routt County, Colorado. <br />As requested, our firm visited the project site on October 21, 1999 to observe/inspect the construction <br />operations. A[ the time of our visit, i[ appeared [hat refuse had not been recently placed nor stockpiled in <br />the pile since the last quarter. It was our understanding that the prep plant was processing stoker coal <br />and that they would no[ be processing any waste coal during this quarter. However, the previously <br />stockpiled materials in Area 1 were regraded to improve the surface drainage features. Based on our <br />observations, it appeared that the top of [he refuse pile had been graded to provide adequate surface <br />drainage away from the pile. Since no additional refuse had been placed or compacted during this <br />quarter, we did not take any compaction tests. <br />We also visited the project site on December 2, 1999 and December 9, 1999. At the time of our visit on <br />December 2, 1999, we observed the excavation of ten (10) test pits along the north-northwest edge of the <br />pile. The test pits were excavated to determine the subsurface profiles and evaluate the hydrologic <br />conditions in this portion of the pile. On December 9, 1999, we visited the project site and installed <br />three additional monitor wells in the pile. The monitor wells were placed in the lower (first) bench <br />constructed along the east side of Area 1. One well (RMW 3) was placed south of [he existing South <br />Well, the second well (RMW 4) was installed between the existing North and South Wells and the third <br />well (RMW 5) was placed north of the existing North Well. The wells were installed to provide more <br />accurate information regarding the hydrologic conditions in [he pile. <br />As suggested in our previous quarterly report, the water levels in the monitor wells installed on October <br />23, 1997 were measured during this quarter on a monthly basis. In addition, the water levels for the <br />three (3) monitor wells installed on December 9, 1999 are included.
