the position and elevation of drainage and topographic features and a program of soil testing to <br />identify soil conditions, depth to groundwater and bedrock, and soil strength pazameters. This <br />information will enable us to refine the roadway alignment and profile, design drainage <br />improvements and structures, evaluate slope stability and design retaining structures where <br />needed, develop an appropriate roadway section, and compile the associated details needed to <br />complete roadway construction. An outline of additional data needs is contained in Appendix B. <br />Estimated Cost <br />Cost estimates have been compiled to provide a framework for assessing project feasibility. The <br />estimates were based on a 12-foot-wide road using two approaches. The first approach was to <br />estimate the cost of the roadway construction under the most favorable circumstances. That is, it <br />is based solely on the cost of embankment construction and placement of an aggregate base <br />course. This produced a unit construction cost of $46.49 per linear foot of roadway and a total <br />project cost of $268,500. The second approach was to include additional allowances for <br />embankment stabilization, retaining wall construction with and without soil nails, culvert <br />installation, stabilization of the creek channel, construction of guazdrails, and revegetation of <br />disturbed ground. This estimate is intended to establish an upper limit of construction cost which <br />may be encountered in a worst case scenario. This worst case unit cost was found to be $201.46 <br />per lineaz foot with a total project cost of $1,163,625. <br />A complete listing of the components of the cost estimates is included in Appendix C. These <br />cost estimates can be refined if detailed survey and soil testing is undertaken. <br />Respectfully Submitted S E.
