Hansen, P.E. of West Elk Coal Company. Mr. Hansen requests an
extension of the deadline I placed upon resolution of inspection proble+n
U07-83-12, contained in my report of inspection for the Mt. Gunnison No.
1 Mine, dated June 20, 1983. That problem statement imposed a deadline
of July 31, 1983 upon the company to develop "Remedial treatment for each
of the landslides noted in the May, 1983 inspection report..." Further,
I observed; ..this submittal shall include a map of the surface
facilities delineating each of the landslides and a specific proposed
remedy for each landslide." I also required that the approved remedies
be affected prior to the end the 1983 construction season.
Mr. Hansen's letter relates the following major observations:
(1) A consultant has been contracted to complete an analysis and design
for stabilization of the affected flies ("identified on a 1" = 100' ft.
scale map of the surface facilities area"). Time required for completion
of contract four to seven weeks.
(2) The size and location of slumps do pose potential operational
problems, but the company does not believe that they represent safety
hazards for the public or employees.
Considering topographic maping completed and the design work under
progress, I believe it appropriate to extend the deadline for submission
of the specific remedial treatment proposals until September 30, 1983.
This should allow two months for completion of the development of
appropriate remedial treatments. This will also allow time, if
necessary, to implement at least temporary remedial activities prior to
the end of the 1983 construction season. It will also allow an
evaluation and development of appropriate mitigation plans to assure safe
working conditions throughout the winter and spring, until the 1984
construction season commences.
/th
cc: Ed Bischoff
Doc.
