Spoil Pill #78, December 30, 2003 <br />Page 2 <br />COVER MATERIAL <br />Final fill configuration has been established and topsoil material has been placed on the excess spoil-fill. <br />Topsoil and base material were sampled from each bench, Multiple samples of the base material were <br />collected from each bench prior to topsoil placement A representative weight-averaged composite sample <br />from each bench was submitted for analysis. Likewise, a topsoil composite sample from each bench was <br />prepared from individual samples of topsoil truckloads placed on each bench prior to spreading. <br />The Lorencito Rangeland seed mix was broadcast seeded at approximately 25 Ib-PISS/Acre accompanied <br />with 1500 lbs/Acre certified weed-free straw mulch on the upper two benches. <br />STRUCTURALINTEGRITY <br />The entire excess spoil fill facility was examined for signs of failure and instability such as tension cracks, <br />ground movement, springs and seeps, and standing water. No indication of potential instability was <br />observed. <br />DOCUMENTATION AND OTHER OBSERVATIONS <br />Soil and base material sample analysis are attached. Fertilizer recommendations arc also attached. <br />CERTIFICATION <br />Inspection was conducted by Ronald G. Thompson, a qualified professional and MSfIA certified inspector <br />of earth and rockfill embankments and impoundments, under the direction of Mc Charles McGlothlin, a <br />registered professional engineer licensed in the Stale of Colorado. <br />This is to certify, to the best of my knowledge and belief, that Fill No. 8 consuvction and placement, as <br />noted since the previous certification and as determined during this inspection and discussions with mine <br />personnel, is in accordance with designs as proposed by CTL "Thompson in their report dated April 27 and <br />amended July 27, 2001 and as approved by the Division of Minerals and Ccology.
