WESTERN SLOPE CARBON, INC. <br />HAWK'S NEST MINE <br />ANNUAL HYDROLOGIC REPORT <br />1984 <br />INTRODUCTION <br />This report is submitted in response to Stipulation 6 of Western Slope <br />Carbon, Incorporated's Hawk's Nest Mine Permit C-016-81. <br />No mining operations were conducted at either the East or West Mine <br />in 1984. The ventilation system was shut down in 1983 and the portals <br />secured. The in-mine hydrologic monitoring program was consequently <br />discontinued during the cessation of operations due to the restricted access <br />and reduced potential for hydrologic impact. On May 8, 1984, the CMLRD <br />approved a reduced monitoring plan for aboveground facilities. Therefore, <br />this report summarizes only that data required under the amended plan. <br />The reduced monitoring plan requires monthly and quarterly data on the <br />Norris Alluvial Well, quarterly data on the two remaining Crystal Meadows <br />Wells (CM-2 and CM-3), and May-October field data collected for springs <br />8-11. In addition, the two biannual complete chemistry reports are due <br />in May and October. <br />SUMMARY OF DATA COLLECTED <br />The attached tables 1-3 summarize the data collected during 1984. <br />There are no discernible trends that would indicate progressively adverse <br />impacts related to mining operations or ancillary facilities. Cessation of <br />the mining operation in 1983 has further reduced the potential for hydrologic <br />impact, although surface facilities at the mine and the Crystal Meadows <br />disposal site could potentially contribute to localized water quality depreda- <br />tion. However, the data analyzed from these sites has not identified any <br />verifiable trends that would demonstrate this is happening. <br />The required parameters were analyzed and data submitted to the <br />Colorado Department of Health-Water-9uality Control Division pursuant to <br />the requirements of the Colorado NPDES Discharge Permit for discharges <br />from sediment ponds. Some TSS exceedences occurred during the second <br />quarter due to high spring runoff. The state requested further information <br />which was provided to their satisfaction. <br />IMPACT MITIGATION <br />Western Slope Carbon has an on-site <br />all required lab samples, performs monl <br />and performs any necessary maintenance <br />diversion ditches, and slopes to ensure <br />results from the presence of the mine <br />maintenance program will continue for <br />responsibility of the mine. <br />inspector who collects and submits <br />hly and quarterly field analyses, <br />functions on the sediment ponds, <br />that minimal environmental impact <br />facilities.
