• s 13.1.4.2 Emergency Response Capability 13.1.4.2.1 Plans The licensee shall use plans in the Procedures Manual required by LC 11.1.8, approved by the Department, for dealing with ~ accidents and fires in the processing operations, and in the transportation of licensed material. These plans shall include provisions for prompt retrieval of any radioactive ma serial released by rupture of any impoundment, containment, or pipeline, to levels specified in Annex C. 13.1.4.2.2 Equipment The licensee shall have available on site sufficient ~~umps, pipes, earth moving equipment, clean-up tools and sup~~lies, containers, personnel support supplies, and fire fighting equipment to make an adequate initial response to accidents and fires. The licensee shall list in the Procedures Manual a specific inventory of available equipment and supplies;. 13.1.4.2.3 Trained Personnel The licensee shall maintain a documented training program, approved by the Department, to insure that an adequate number of trained persons are always available each day of the ;year on site, to make an initial response to fires, accidents and other emergencies which may result in occupational radiation exposure or in a release of radioactive material into unrestricted areas. 13.1.5 SURETY 13.1.5.1 Maintenance of Sure The licensee shall maintain all surety instruments required for this license in effect until final action on release or renewal is taken by the Department. 13.1.5.2 Annual Review of Surety The licensee's surety required by this license shall Ise subject to annual review for adequacy by the Department. It may be adjusted upward or downward as current circumstances, including but not limited to, inflation, regulations, and technology, require. The licensee shall submit any proposed chanF;es by June 30th each year. -6-
